OTTAWA – October 21, 2026 – Nearly six months after Prime Minister Mark Carney announced plans for Canada’s first national sovereign wealth fund, the federal government has not set a launch date and has not said exactly how the fund will work. The plan, outlined in the spring economic update, called for seed funding of $25 billion over three years. The fund is to be called the Canada Strong Fund. It is meant to work with private investors and to include a retail investment product so ordinary Canadians can buy in. Those details have not been released.
John Fragos, spokesperson for Finance Minister François-Philippe Champagne, said the upcoming fall budget will include a “significant” update. “In due course, we’ll have outlined who the CEO will be, who the board will be,” he said. He noted that the project is novel and that the government is looking at best practices in other countries and in Canada. No CEO or board has been named. No legislation creating the arm’s-length agency that would run the fund has been tabled. The $25 billion figure is the only concrete number that has been attached to the plan since April.
A sovereign wealth fund is a pool of public money invested for long-term returns. Norway’s fund and Alberta’s Heritage Fund are the examples usually cited. Canada has not had a national one. The spring announcement was framed as part of the government’s response to global uncertainty and as a way to give Canadians a direct stake in major projects. The fall budget is the next scheduled moment for an update. Until that document is released, the fund remains a plan without a start date, without a manager, and without a mechanism for the retail product that was mentioned in April. The $25 billion is the number on the record. The rest is the work Fragos said is still ongoing.
