OTTAWA – October 15, 2026 – Secretary of State for Labour John Zerucelli is expected to announce more than $350 million for skilled trades training and recruitment this morning in Metcalfe, just outside Ottawa. The money is meant for new infrastructure, equipment, and recruitment efforts by unions and other organizations. It is part of a larger pledge in the spring economic update: $6 billion over five years to recruit, train, and hire workers.
The specific target is 80,000 to 100,000 new workers with the nationally recognized Red Seal certification by 2030-31. That plan was called Team Canada Strong in the update. The trades covered run from baker to carpenter to mechanic to cabinetmaker. The funding is expected to come through the Union Training and Innovation Program and from the larger five-year envelope. CBC reported the figure from a senior government official speaking on background. The official was not authorized to discuss the details before the announcement.
The practical question is whether the money produces workers who stay in the trades. Red Seal certification is portable across provinces, which matters for people who move for work. It does not guarantee a job in the community where the training happens. Northern Ontario has been short of tradespeople for years, on housing, on mines, and on the highway projects that keep getting announced. A national program does not automatically land apprentices in Kenora or Thunder Bay. The announcement is in Metcalfe. The need is in places that do not have the same density of union training centres.
The spring update’s $6 billion figure is the larger frame. This $350 million is one slice of it, aimed at the organizations that already run the training. Unions and trade schools get money for shops, equipment, and recruiters. The government has not published the list of recipients yet. The announcement is scheduled for this morning. Whether the list includes any organizations west of Sudbury is not known. The number of new Red Seal certificates issued in Northwestern Ontario in the last five years is also not in the background material. The target is national. The delivery is through the existing training network. The rest is whether people finish the programs and whether the jobs they get are the ones the region actually has open.
