KYIV – October 18, 2026 – Russian attacks over the past day killed at least 10 civilians and injured 73 others, regional authorities reported on Sunday. Ukraine’s Air Force said Russia launched an Iskander-M ballistic missile, 180 Shahed-type drones (including 26 jet-powered), and other loitering munitions and decoys. Ukrainian forces intercepted 152 drones, including 16 jet-powered. Strikes hit 20 locations. Debris fell at four others.
In Volyn Oblast, in northwestern Ukraine, drones attacked an industrial facility in the town of Manevychi and sparked a large fire. Acting regional governor Roman Romaniuk said warehouses and production facilities caught fire. The blaze covered a large area and generated heavy smoke. No casualties were reported from that specific strike. Ternopil and Rivne oblasts also reported hits on energy and civilian infrastructure. In Zaporizhzhia a 27-year-old woman was killed and two people were injured, including a six-year-old girl. Donetsk region reported seven killed and 14 injured. Other regions reported additional dead and wounded.
President Volodymyr Zelenskyy said Russia carried out 76 attacks on Ukraine’s energy and oil and gas sectors in the week since U.S. President Donald Trump announced an energy ceasefire. He wrote that Russia launched nearly 2,700 attack drones, 1,700 guided aerial bombs, and 66 missiles at Ukraine in that period, most of them ballistic. “Russia is not taking steps toward peace,” he said. He accused Moscow of seeking a nationwide blackout. Power stations were targeted in Vinnytsia, Zhytomyr, Khmelnytskyi, and Odesa regions in the overnight strikes. Tens of thousands of households lost electricity.
The Volyn fire is one piece of a wider pattern. Western Ukraine has been hit less often than the east and south, but energy and industrial sites there have come under more frequent drone attack in recent weeks. The Air Force intercept number of 152 out of 180 is the national figure for the night. The dead and wounded are the regional totals. Zelenskyy’s count of 76 energy attacks in seven days is his own. The energy ceasefire Trump announced on October 11 did not hold. Ukraine resumed strikes on Russian refineries on Thursday after a three-day pause. Russia continued its own strikes throughout. Sunday’s numbers are the latest count.
The industrial site in Manevychi is not a frontline target. Volyn sits well west of the main fighting. A large fire at a warehouse and production complex there is the kind of strike that shows up in the national tally even when the region is not under constant pressure. The governor’s description is limited to the fire and the smoke. He did not report casualties from that hit. The national total of 10 dead and 73 injured includes the eastern and southern regions that take the bulk of the daily strikes. Donetsk’s seven dead is the largest single-region figure in the Sunday reports. Zaporizhzhia’s dead and the injured child are the most specific local details outside the east.
Zelenskyy’s week-long count of energy attacks is the framing he has used since the ceasefire collapsed. He has said the pause on Ukrainian refinery strikes lasted three days and that Russia did not match it. He has also said Starlink service was slowed and that early-warning data for some ballistic launches was restricted. Those claims sit outside the Air Force intercept numbers for Sunday night. The intercept total of 152 drones is the figure released by the Air Force. The remaining drones, the ballistic missile, and the debris account for the hits that were reported. Power was lost in multiple regions. The restoration timeline has not been released. The fire in Volyn is still the clearest image from the western strikes. The rest of the night is in the regional casualty lists and in the continuing exchange of long-range attacks.
