KYIV – October 19, 2026 – President Volodymyr Zelenskyy said Russia launched 16 ballistic missiles in several waves overnight against energy facilities and infrastructure in Kyiv and Kyiv Oblast. A medical clinic, a school, a metro station, and residential buildings were also damaged. He said there was again no early warning from partners. Ukraine’s Air Force report on the night’s intercepts did not list any ballistic missiles shot down. Power stations were hit in Vinnytsia, Volyn, Kirovohrad, Kyiv, Mykolaiv, Zhytomyr, Khmelnytskyi, Kharkiv, Ternopil, Odesa, and Rivne oblasts. More than 10 energy infrastructure facilities were damaged. At least 550,000 households lost electricity.
Zelenskyy wrote that the strikes came “in a deliberate attack on Kyiv and Kyiv Oblast.” Repair crews are working. The Air Force said Russia also launched drones and other munitions. The ballistic wave is the part that produced the early-warning complaint. Zelenskyy has said in previous nights that early-warning data for ballistic missiles was restricted and that Starlink service was slowed. He has not said the restriction has been lifted. The overnight count of 16 ballistic missiles is his figure. The Air Force has not contradicted it. It has not reported intercepts of those missiles.
The energy targets are the same category Russia has hit repeatedly since Trump announced an energy ceasefire on October 11. Ukraine paused refinery strikes for three days. Russia did not. Ukraine resumed on Thursday. Russia continued. Zelenskyy said earlier in the week that Russia carried out 76 attacks on energy and oil and gas sites in the seven days after the ceasefire announcement. Sunday night’s wave is the latest. The 550,000 households without power is the largest single-night figure he has cited in recent days. The damaged metro station, clinic, and school are the civilian sites he named in Kyiv. The rest of the night’s drone and missile count has not been fully released. The pattern is the same one that has run since the ceasefire collapsed.
The metro station damage is the most specific civilian detail from the capital. A clinic and a school were also hit. Those are not energy sites. They are the buildings that end up on the list when ballistic missiles are aimed at a city and some of them miss the intended target or the debris falls short. Zelenskyy’s complaint about the lack of early warning is the same one he has made on other nights this week. The Air Force intercept report for the night did not include ballistic missiles. That absence is consistent with his statement that the missiles were not intercepted. Whether the early-warning data was withheld, delayed, or simply not available is not in the public statements. The result is in the damage list and in the power outage figure. Repair crews are working. The 550,000 households are without power until the damaged facilities are restored. The rest of the night’s count is still coming in.
