Zelenskyy Told U.S. Lawmakers There Is Still No Explanation for the Starlink Limits or the Missing Ballistic Warnings. Ukraine Has Run Out of Patriot Interceptors.

KYIV – October 20, 2026 – President Volodymyr Zelenskyy told a bipartisan group of U.S. lawmakers on Monday that Washington has not explained the Starlink speed limits or the missing early warnings for Russian ballistic missile attacks. He said the warnings failed to come three times recently, including before the first wave of the overnight strike on Kyiv that used 16 ballistic missiles. Starlink and Starshield terminals are still losing connection at higher speeds on parts of the front line. The restrictions began overnight on October 13-14. They have limited the interceptor drones Ukraine uses against jet-powered Shaheds and the mid-range drones used against Russian refineries.

Zelenskyy also met with Lockheed Martin representatives in Kyiv the same day. Ukraine is seeking more Patriot interceptors. A source told CNN that Ukraine had exhausted its Patriot stocks by October 15. “Almost all the ballistic missiles from the last strike were not intercepted due to lack of the missiles,” the source said. The Air Force report for the night of October 18-19 did not list ballistic intercepts. Zelenskyy has said the missiles were aimed at energy facilities and that a clinic, a school, a metro station, and residential buildings were also hit. More than 550,000 households lost power.

The Starlink restrictions and the missing warnings are the two operational complaints Zelenskyy has repeated since the energy ceasefire Trump announced on October 11 collapsed. Ukraine paused refinery strikes for three days. Russia did not. Ukraine resumed. Russia continued. The Patriot shortage is the third constraint. Ballistic missiles that are not intercepted hit energy sites and, when they miss or debris falls, hit civilian buildings. Zelenskyy has not said the Starlink limits have been lifted. He has not said the early-warning data has been restored. He has said Ukraine is out of the interceptors it needs for the missiles that keep arriving. The lawmakers he spoke to on Monday have not publicly said what answer they received. The operational result is the same one that has run for a week. The missiles arrive. Some of them are not intercepted. The power goes out.
